My name is _______. I was born in Miami, Florida on September __, 1994. I was born into a large family with 5 older sisters and 2 younger as well. A few years ago I was graced with a niece, named __________; she has become the joy of my life. Most of my time, aside from working and school, is spent with her. Both of my parents were born _______, whereas my sisters and I were all born here in Miami. There’s a great dissimilarity in the way that things are done in______ and the way things are done here. The differences have brought a love and interest in all the diverse cultures of the world. As a child I always loved my teachers. They always found a way to make learning fun and exciting. I knew I wanted to work with kids when I got older and help them find learning just as fun and exciting as I did. Everyday I’d come home from school and teach what I’ve learned to my younger siblings using the same methods my teachers used. They began finding learning just as enjoyable as I’d hoped. From then on I was inspired to be part of the life changing team of childcare workers and instill the thoughts that learning is fun in young children today. I have lots of goals for a future in ECE. A projection of my short-term goals in ECE includes becoming a Child Development Associate. I feel that it would be an honor to be an educator to young children and introduce some of the behaviors that they will carry with them their entire life long. Some of my long-term goals include owning my own childcare center or becoming a pediatrician.

Blues Musician Ethel Waters Essay

Triple threat Ethel Waters (October 31, 1896-September 1, 1977) amazing ability to entertain audiences with an unreal stage presence and spell bounding singing voice can be viewed by downloading clips of her acts. She was a Black heavy set entertainer coming from an unusually bad childhood. All of those experiences she was born into seemed to influence her to become stronger and handle the setbacks in her career and life in general. Her singing career began in 1917 on a Halloween night when she showed up for a costume party. Her friends encouraged her to sing just for fun. She did, astounding the audience with her entrancing singing style that was uniquely hers. After hearing her singing performances at the Halloween party, Lincoln Theatre in Baltimore Maryland immediately offered her a contract. After she left Lincoln Theatre, she performed at Harlem nightclubs, working till exhaustion. Later she joined a carnival, working nightly Vaudeville shows. After Vaudeville, she sang in another exclusive Harlem night club with Besse Smith. Besse Smith requested Waters refrain from singing Blues. Besse was already the designated Blues singer. Waters was fine with Smith’s request, because her unique style allowed her to sing multiple categories of music. â€Å"Ethel Waters was an innovative and terrifically influential singer, and she broke through racial barriers in movies, theater, nightclubs, radio, film, and television opening doors for everyone who came after her; She deserves much better to be remembered† (McCorkle, 1994). Ethel Waters Singing and Acting Style; Ethel Waters contributions setting her apart from other singers is that she sings Blues, Jazz, Showtunes, Pop, Dance music, Big Band, Broadway and Gospel. Most of her songs are ballads, yet carry upbeat Jazz embellishments. Her voice does not even sound humanly possible. In the 1940’s there were no voice enhancing technology. She developed this unique style of vocal pronunciation by combining two different elements passed down from her mother and her grandmother. Her grandmother told her to keep a low soft, toned voice. Her mother encouraged aggressiveness, loudness, forceful vocal tones. She combined the two styles of vocal projections to sing unlimited types of music. Her voice is not loud or flashy, but filled with emotions, projecting her charisma to the audience. After her Harlem night club acts, she sang â€Å"Oh Daddy. † Oh Daddy resulted in Ethel Waters being the first Black female signed by Black Swan Records. The song immediately topped best selling charts. Because of popularity from the song, she toured with the Black Swan Jazz Masters and Fletcher Henderson. From this tour, she became noted for her dance shimmys and soft, soothing singing style. Her personality and spirituality came through as she created individual ways of interpreting lyrics of songs she sang. Bringing her own individualism to music carried over into movie roles she played. Waters was cast in many television roles in 1920’s-30’s. She played many mammy roles. She always brought her own flair to the scripts, never interpreting roles exactly as written. â€Å"What was the most remarkable about Waters performance was how she reconstructed the mammy character into one that challenged stereotypes† (McElrath, no date). Producers not only seem to not mind her taking initiative to try something different, but were actually impressed by Waters own interpretations of the written scripts. Mammy characters were being portrayed as strong Black females, resembling lifetime heroes. â€Å"Mamba’s Daughters† is the movie that popularized and brought recognition to Waters as an actress. At this time, Black actors had only non prominent roles available to them. In 1943, all of that was about to change. She took advantage of what was available to her, incorporated superb acting skills and stage presence, breaking limiting traditions. Today, Waters is greatly appreciated by many Black female singers, dancers and actresses for opening doors for them. Cabin in the Sky; Cabin in the Sky was first released as an MGM Broadway musical in 1940. The Cabin in the Sky was a story about a man who was murdered because he could not repay his gambling debts. He has only a few months to save his soul before he can enter into heaven. In 1943, the film version of Cabin in the Sky was released, being the very first production to hire an all African American cast. This was the show that was the breaking point, allowing Black actors to play significant roles, eventually making them eligible to be nominated and receive awards. In these times, it was a financial risk to cast an all Black production. Everytime a new movie, musical, video or album is made, the production company invest plenty of money, hoping it will be a success with the public. MGM was a big enough and financially stable enough company to take the financial risk. It was also the changing of times. People wanted different entertainment, something extraordinary, something they never seen before. Waters, once again changed up her script she played as Petuna. This time, she added a very shocking, unexpected dimension to the role. Besides breaking racial barriers, Cabin in the Sky threw out all rules of ethic modesty. Waters stunned everyone by adding a a sexy, suggestive musical dance style influence to her character, she starred as a female singing and dancing while taking a bubble bath. In 1943, this was considered â€Å"past the limits. † The show was a huge success so much that it was nominated for an award; the Academy Award for Best Original Song. The show was nominated for the song, â€Å"Happiness is a thing called Joe,† sung by Ella Fitzgerald. Cabin in the Sky made historical changes, had people talking endlessly about the show for years. For all these years, no one ever heard of it. It was recently released on DVD in 2006. Declining Work for Ethel Waters; Even though she was a fabulous triple threat, an asset to any show, Waters quickly found herself unemployable. While theatre and music producers welcomed Waters changing up the roles she played to suit her individuality, there is one part of her that was not acceptable. All the producers complained about her bad tempered attitude. Usually, when something works, the producers will put up with most anything from actors. However, that phase is passing, because there is to many talented actors who will not cause problems. From 1942-1949, producers refused to cast her in any roles. For a while, Cabin in the Sky was her last role. The producers had enough when her temper flared her co-worker, Lena Horne sprained her ankle. Waters went into a jealous rage claiming that Horne was getting far to much attention. In 1949, producers gave her another chance. She played another mammy role in â€Å"Pinky. † Her exceptional performance in â€Å"Pinky† won her an award for Best Supporting Actress. (McElrath, no date). The Civil Rights Movement in the 50’s-60’s brought a change that did not help Waters. People felt her roles as mammy’s were degrading to Blacks, and showing them in a way that would not contribute to their respect. When Waters was growing up, her career ambitions was to work for rich white people. She did not work for rich white people, but her roles where a Black woman working for other people. The Civil Rights Movement frowned upon Black actresses playing domestic roles. Although Ethel Waters achieved respect for Blacks, her accomplishments are all forgotten. She is remembered as an actress that promoted Black housekeepers. Many people think of her as someone who broke racial and other barriers in society. His Eye On The Sparrow; Waters Autobiography â€Å"The two great struggles in Waters life were poverty and racism. But matching these were her two great strengths: an iron will and deep faith† (Anderson 2002). Waters spoke proudly of her spiritual faith, letting in be known her religious traditions is what gave her strength to overcoming obstacles and struggles. In 1951, Waters autobiography was published, named His Eye On the Sparrow. His Eye On the Sparrow, originally sung by two white men, Civillia Martin and Charles Gabriel, belongs to the gospel category. African American Ethel Waters were greatly inspired by lyrics of the song so much she used it for her intriguing autobiography. She recognized the lyrics as a reflection of her own life, and a reminder as to where her amazing strength came from. â€Å"Waters was blessed, however, with a singing voice, and would work her way through the black vaudeville circuit to Broadway and into Hollywood. She was known as a singer of Jazz, Blues and show music, but also for her strong Christian faith-she sang spirituals and gospels on tour with Billy Graham† (Jones, 2005). According to her, success was not influenced on behavior of people surrounding her, her race or economic or disadvantaged background, but influenced by her beliefs. â€Å"Why should I feel discouraged? Why should the shadows come†¦I sing because I’m happy; I sing because I am free† (Lyrics). The people surrounding her were disadvantaged, but she was strong and gifted. And she was Black! Those strong beliefs and sense of spirituality were all she needed for thriving success. â€Å"His eye is on the Sparrow, and I know he watches over me† (Lyrics). Fair or not, in those days people in positions to offer employment opportunities saw a Black person, and opinions regarding their abilities stopped right there. However, people like Ethel Waters changed all of that. Today, music is surpassing limitations because of combining cultures and different styles of music. The book follows her life from being born illegitimately to an unloving, uncaring mother living in poverty conditions to her fame on Broadway. Conclusion; Although Ethel did not realize it at the time, she lived a life that was very interesting and fascinating to many people. She was in demand for many performances because she was a fluent Jazz and Blues female vocalists. However, she sung all types of music. She opens the new world that blues and pop music can be sung by one singer. Her famous career began at a Halloween costume party, progressed to a professional theater, then Harlem Nightclubs, Vaudeville, eventually on television, and Broadway. Her acting career was just as successful, even with its ups and downs. Her religious beliefs and faith in God played significant roles providing her with inner strength making it possible to bring great entertainment across the screens and stages. Her autobiography, written just a few years before she died was based on a highly spiritual song played in sacred settings. Her accomplishments can be remembered in her movie Cabin in the Sky and her book, His Eye on the Sparrow. In 80 years, she made contributions and changes through her career with great influences. Bloom taxonomy

Bloom’s taxonomy or also known as the revised bloom taxonomy is a great teaching tool to use when teaching patients about their illness. It consists of three categories and then multiple sub-categories. Blooms taxonomy addresses not only the patient’s readiness to learn but it address the appropriate approach to each individual situation. It gives a systematic way of approaching a topic and the audience that will be learning. When this method is applied to nursing it is a great tool. This is due to the fact that each patient has different cognitive factors, different psychomotor factors as well as an affective domain. Bloom’s Cognitive categories have to do with how the mind can process or regenerate the information provided during a teaching session. There are six sub-categories to the cognitive category. The six are remember, understand, apply, analyze, evaluate and create. A teacher should be able to determine where in this pyramid is the patient. What teaching strategies must be changed and modified to fit the patient lifestyle. The second category is the Affective domain. This is how patients address their emotions to specific problems. This will show what a patient or student values and what motivates them to be who they are. This category has five sub-categories receiving, respecting, valuing, organizing and internalizing. This is the category that will determine if the patient is willing to accept this disease or new lifestyle change into their life. This will tell a teacher where on the scale the patient is willing to rate their disease and how it will affect their life. The Third and final category is psychomotor. This tells the teacher if the patient is physically able to complete the task asked of them. This will allow the teacher to gage if the patient is able to successfully complete what is needed of them to live with their disease process. There are five sub-categories imitation, manipulation, precision, articulation, and naturalization. There is a great example of this category, teaching a patient to use a new nebulizer treatment. The patient will go through reach step of the process till they  can finally reach the goal of naturalization. Conclusion Blooms taxonomy learning tool can break down the heart of teaching and give it meaning to apply to most any professions. Nursing is just one of those professions that teaching is a large part of the job, on a daily basis. Blooms taxonomy should be used each day on a nursing unit from the admission date to the discharge date.

Using Myra Estrin Levine’s conservation model: what would have been the focus of your assessment? How did the illness affect you and the rest of your family? Levine’s Conservation Model  is focused in promoting adaptation and maintaining wholeness using the principles of conservation. The model guides the nurse to focus on the influences and responses at the organismic level. The nurse accomplishes the goals of the model through the conservation of energy, structure, and personal and social integrity (Levine, 1967). Although conservation is fundamental to the outcomes expected when the model is used, Levine also discussed two other important concepts critical to the use of her model – adaptation and wholeness. (http://nursingtheories. blogspot. com, retrieved April 16, 2012) Now recalling the recent hospitalization of patient RG (my girlfriend) due to vaso-vagal syncope, I unknowingly applied all of the four conservation principles, as well as the major concepts that revolve around the model. A few days prior to admission, patient RG reported to began having episodes of constipation. Two hours prior to admission, she stated that she woke up due to severe abdominal pain and directly went to the bathroom. A few moments later she was found by her mom on the floor, just regaining her consciousness and with a deep, moderately bleeding, 2-cm laceration on the right cheek bone area. She was rushed to the emergency room and was eventually brought to the OR for repair of facial laceration by a plastic surgeon. I happened to be on duty at that time and, as expected, was the one to attend to her during her stay in the ER. Standard ER protocols would lead me to primarily assess for changes her level of consciousness (should the origin would be neurological in nature), followed by a brief review of systems – any variation from the normal vital signs would deem significant for a patient who’s chief complaint is loss of consciousness (should the origin would be cardiac in nature). Immediately, the theory of conservation would imply that the patient should temporarily be placed on bed rest while we still determine the possible cause of the problem (conservation of energy). Simultaneously, measures were done to revent infection from and further bleeding of the laceration (conservation of structural integrity). When the bleeding has been controlled and tests and other basic interventions have already been done, I tried on keeping her mind as far away as possible from worrying about the probable effects of the cheek injury and the development of a facial scar with her self-image perception (cons ervation of personal integrity). Lastly, as I was already on the outgoing shift, I made sure that I stayed with her even after my duty for additional support until she was brought up to the OR (conservation of social integrity). Once she was out of the OR, it was advised that she still be confined for the next 24 hours for observation and to make sure that the episode of loss of consciousness would not recur again. After being discharged, she was advised by her attending physician to rest for a additional week prior to going back to work. Apparently the facial damage has also exposed her facial nerves which also had to be repaired. In addition, her parotid gland has also been injured, causing facial swelling whenever she eats. For the next week she had to adapt with the condition and I was there for her helping her adjust with the challenges and though out the whole ordeal. To make matters worse, the injury on her facial nerves caused weakness on her facial muscles leaving her central incisors to become unstable, resulting into even more pain and discomfort when eating and chewing. This caused strain in our relationship as she was highly irritable most of the time. It was as hard for me and for the rest of her family as it was for her as we are all clearly affected by her disability/limitations. Still, that did not deter us from being all there to support her. In two weeks, the swelling improved and the pain went away. She started eating normally again and the scar on her face became barely noticeable. Using Roy’s model of adaptation, what were her adaptive needs in the following modes: physiologic, interdependence, role function, and self-concept In the physiologic mode, adaptation is concerned about the preservation of physical integrity (Fawcett, 1984). Basic human needs such as oxygenation, nutrition, elimination, activity and rest, protection, and temperature regulation are identified with this mode. In addition, the body’s complex processes in the form of fluid, electrolyte, and acid-base balances as well as the neurologic and endocrine functions are also taken into consideration (Manriquez, 2009). In the interdependence mode, emphasis is on the need for social integrity. Interdependence entails maintaining balance between dependence and independence of an individual’s relationship with others. Dependent behaviors can be observed as affection-seeking, help-seeking, and  attention-seeking. Independent behaviors include mastery of obstacles and initiative taking. Manriquez (2009) describes this as â€Å"the need is to achieve relational integrity using the process of affectional adequacy†, i. e. the giving and receiving of love, respect and value through effective relations and communication. In the role function mode, the need for social integrity is also emphasized. When human beings adapt to various role changes that occur throughout a lifetime, they are adapting in this mode. Knowing who one is, in relation to others, so one can act is the primary essence of this mode. â€Å"Role set† is the complex of positions that an individual holds which involve role development, instrumental and expressive behaviors as well as the role-taking process (Manriquez, 2009). In a group setup such as a family, the role can be assessed by observing the communication patterns. The need is role clarity, understanding and committing to fulfill expected tasks so the group can achieve common goals. For example, when a couple adjusts their lifestyle appropriately following retirement from full-time employment, they are adapting in this mode (Wikipedia retrieved April 24, 2012). In self-concept mode, the need for maintenance of psychic and spiritual integrity is its main function. Perceptions of one’s physical and personal self are included in this mode. Devadasi System in India

Devadasi System in India Commonly known as dancing girls or temple girls is a system that has come in to existence for more than thousand years. When the great tamil kings belonging to the erstwhile Chola, Chera and Pandya Kings built huge temples for their gods, they felt that there is a need to maintain these temples in a proper way and thus need full time devotees to take care of the diety and the temple premises. One other angle given to constructing Huge temples are to protect the people from flood, cyclone or any other natural disaster. In other words, temples are meant to be shelter for the people of that area from natural disasters. Hence they appointed girls to maintain these temples. The main function of these girls are to sing and performing dances and taking care of the diety. They are considered to be the wives of the gods in the temple in which they are appointed. They are not allowed to marry any mortal man during their life time. These girls are held in High esteem as they are considered to b e close confident of the god. The dance which they perform is famously known as Barathanatyam the most famous dance form of South India. This practice of dedicating girls to deities are commonly known as Devadasi System and the girls thus dedicated are known as Devadasi which is a Sanskrit word or Thevaradiyar which is a Tamil word that literally means female slaves of the god. As mentioned above these Devadasi are expected to be experts in Music and Dance. As years passed their service shifted from gods to earthly gods and lords . They are forced to do service not only to the deities, but also to the landlords and rich devotees of the deities. In short, they started living the life of a prostitute with religious sanction and customary backing. Initially this system was prevalent only among the upper caste Hindus particularly of the Brahmin community . The British colonization of India brought major change in the religious and cultural fabric of India. The upper caste Brahmins occupied major positions in British rule and were able to recognize the dance performed by Devadasi as Bharatanatyam and were able to give a cultural supremacy for this form of dance, thus bringing out devadasiss to main stream of life. However, the Brahminical Hindu Religion which is known for its Caste imbalances and discrimination against the lower caste sowed the seeds of the system into economically, politically and socially disadvantaged lower caste Dalit Hindus. This system started spreading its tentacles to other parts of the country in different forms and names such as Bogams in Andhra Pradesh, Jogatis or Basavis in Karnataka, Thevaradiyar in Tamil Nadu, Muralis in Maharashtra, Maharis in Kerala. Dalits dedicated their girls to the Diety mainly because of two reasons one is because of the superstitious belief that it will bring glory to their family and their village, the other one is the economical reason that it is very difficult for the parents to marry of their daughter because of the prevalent dowry system and also if they dedicate the girl to the Diety, their family will be taken care of by the village rich man to whom the girl do the sexual favours in the name of the Diety. Over a period of time, this practice has represented a clear violation of Human Rights with these Dalit Devadasis were dedicated with a hidden object of performing sexual favours to initially upper caste Hindus and then they become a public property forcing them to enter prostitution. They are also not allowed to marry any man of their choice and often fell a prey into the hands of Broker agents representing brothels from Mumbai and other areas. Several movements India is a party to a number of Human Rights Instruments like that of International Covenant of Civil and Political Rights 1966, The International Covenant for Economic, Social and Cultural Rights 1966, The International Convention for the Elimination of All forms of racial Discrimination 1966 which advocates for among others, equal rights for women and prohibits racial discrimination in any count. Added to that provincial states in India has enacted legislation like The Bombay Devadasi Act 1934, The Devadasi(Prevention of Dedication) Madras Act 1947; The Karnataka Devadasi (Prohibition of Dedication) Act, 1982 to tackle this menace of Devadasi System. Irrespective of this, it is widely reported that this system prevails in some parts of India particularly among the Dalit community. This paper attempts to find out the root causes of the system and the reason why this system is still prevalent in India. Accordingly, this paper is divided into four parts, the ongoing is the first part that introduces the topic, Part II deals with the History and Origin of Devadasi System, Part III deals with the Social movements that fought against the Devadasi system, Part IV analyses Indias obligation to eradicate the system in line with the international obligation which it assumed through various treaties and finally part IV concludes with recommendations to eradicate the same. DEVADASI SYSTEM AND VIOLATIONS OF HUMAN RIGHTS: STATUS OF INDIAS LEGAL OBLIGATION Devadasis could face discrimination on three counts viz as a woman, as a Dalit and sometimes as a child. International community has time and again tried to address the issue by way of multilateral Conventions/Treaties making member states to eliminate these kind of discriminations. Accordingly a number of International Instruments are made at the international level to address these menace which includes the Universal Declaration of Human Rights (UDHR), the International Covenant for Civil and Political Rights (ICCPR), the International Covenant for Economic Social and Cultural Rights (ICESCR), the International Convention for Elimination of Racial Discrimination (ICERD), the Convention on the Elimination of all forms of Discrimintion against Women (CEDAW). One of the purposes of the United Nations is to achieve international co-operation in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion and to be a centre for harmonizing the actions of nations in the attainment of this purpose. Art 1 of the Universal Declaration of Human Rights states that all human beings are born free and equal in dignity and rights. Art 2 further bestows rights upon individuals without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Similarly Art of the International Covenant for Civil and Political Rights 1966, prohibits discrimination of any kind including discrimination based on social origin . Art 2(1) of ICCPR mandates the state parties to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present covenant. Art 2(2) requires the state parties to adopt such legislative or other measures as may be necessary to give effect to the rights As mentioned above, India is a founding member of these Conventions. However India has not till date enacted any enabling legislation to implement the same in the domestic sphere. Without an implementing legislation Indian courts may not be able to enforce the provision of these treaties in the domestic realms. Needless to say, Treaties are considered to be the main source of international law. When it comes to human rights, treaties play an important role. Human rights treaties have contributed to the development of customary rules and general principles of international law. They create obligations not only among parties but also between parties and individuals. More important, these treaties have become a source of inspiration to many judges and lawyers in their interpretation of domestic legislation. Some international organizations grant their membership only to those states, which. ratify certain human rights treaties. The ratification of human rights treaties demonstrates the ratifying states adherence to civilised standards. As a result, a states credentials in international society depend in part a1 least on the acceptance of and compliance with its obligations under human rights treaties. Thus the ratification of Human Rights treaties by India may be seen as an act to outshow the world that it is a civilized nation thus avoiding isolation in international Human Rights diplomacy. But the non-enactment of a domestic enabling legislation alone cannot be considered as failure on the part of the member state to fulfill the international obligation which it assumed by way of treaty. A state may not go for the enactment of domestic legislation if it is satisfied with its existing legislative mechanism that the legislation in place are sufficient enough to tackle the menace. In this regard it is imperative to look and analyse the legislative mechanism in India aimed at the abolition of the system of Devadasi. Indian Constitutional and Legal Provisions relating to Womens Rights Indian Constitution contains several provisions relating to women and children. However equality and freedom has always been neglected in the name .of custom, honour, family welfare and social prestige. Equality that is guaranteed in the constitution of India is a dynamic one. While hoping for the ideal of equality, it does not recognise the realities of inequalities. Article 14 of the Constitution recognises equality before law for all citizens without any discrimination. Article 15 prohibits discrimination on grounds of religion, race, caste, sex or place of birth. Article 15 (3) says about protective discrimination to women and children and Article 21 says about the protection of life and liberty to all. The Constitution also ensures protection against traffic in human beings and forced labour. Art 42 says about provisions for just and humane conditions of work and maternity relief. The protection for women in the work place is given in factories Act 1948. It includes several welfare regulations and protective measures for women and children in working places, section 125 of criminal procedure code 1973 provides maintenance to women. Indian penal code Sections 509, 294 and 354 deals with Eve-teasing and sexual Harassment. The Indecent Representation Of women (protection) Act, 1986 for preventing the depiction of a woman in a manner which is derogating or denigrating to women, or which is likely to corrupt public morality through advertisement. Publications, writings, paintings, figures, or in any other manner. Indian Judiciary was also pro-active in guarding womens rights in general. In some of the leading cases such as In State of u.P. v. Boden Sundara Rao the Apex Court came down h eavily on the High Court of Andhra Pradesh for awarding grossly inadequate sentence in the following words: Crimes against women are c;m the rise. Imposition of grossly inadequate sentence and particularly against the mandate of the legislature not only is an injustice to .the victim of the crime in particular and the society as a whole in general, but also at times encourages a criminal. The courts must not only keep in view the rights of the criminal but also the rights of the victim of a crime and the society at large while considering importance of appropriate punishment. In Vishaka v. State of Rajasthan. The Vishaka, an Organization working for the welfare of the women, moved toSC when a social worker was gangraped in Rajasthan. While deciding the case the Supreme Court brought the international conventions in Indian Law. How they are trying to incorporate it is very well understood from the words. . Some Provisions in the CEDAW-Arts 11 and 24 as also general recommendations of CEDAW in this context-articles 11, 22, 23, 24 as ratified in the present context are of significant. According to the Supreme Court, Sexual harassment includes such unwelcome behaviour (whether directly or by implication) as: (i) physical contact or advances: (ii) a demand to request for sexual favours; (iii) sexllally co loured remarks; (iv) showing pornography; (v) any other unwelcome physical, verbal or non-verbal conduct of sexual behaviour. Though the Indian system is quite effective in protecting the Womens rights, it served limited purpose in protecting women who are Devadasis particularly from the Dalit community. Needless to say there were several legislations which prohibited this system and provided rehabilitation for the same.

The Illustration Style of Garth Williams :: Biography Biographies Essays

The Illustration Style of Garth Williams Several Laura Ingalls Wilder books were illustrated by Garth Williams. Williams was born in 1912 and died only a few year ago in 1996. During his lifetime he has illustrated more than sixty books for many well-known authors of children's books. He has also written and illustrated a few of his own books. In the following paragraphs you will read about the difference styles Williams used in Little House on the Prarie, by Lara Ingalls Wilder and Charlottes Web, E. B. White. Williams's style of illustration is simple with great attention to details that are not written out in the texts that the picture belongs to. He uses basic black graphite or charcoal to make his drawings for Wilder and for Charlotte's Web by E.B. White as well. In Wilder's, Little House on the Prairie, Williams illustrated an important event that contributes to a change, confrontation or celebration for the family. In the first few pages of the story Williams illustrated the dramatic good-byes the family receives from relatives and friends. Williams shows you a little bit of everything that is going on in the beginning in preparation for a long wagon trip. In the picture, the reader sees Pa and other men getting the horses ready to hitch to the wagon, as well as the families belongings packed in the wagon. One can also see by the lights and darks of the picture that it is still semi dark outside and probably fairly early in the morning. One can tell this by the glow of the lanterns that a few people are holding. Beyond the drawing of the wagon the readers is not able to see any facial expressions in this picture, but only their profiles of the people. In comparison to Charlotte's Web, many techniques are shared. The graphite or charcoal drawings are simple yet well detailed. A difference in the style of illustration in Charlotte's Web is that Williams has made the main focus of the pictures the facial features and expressions. If one were to look on page two of Charlotte's Web, when Fern is trying to stop her father from killing the baby pig, the reader can see that Pa is quite shocked by his daughters reaction to the killing of a new born animal. Williams adds a little more to the story than just what is written in the text.

Town Meetings :: Expository Cause Effect Essays

Town Meetings I grew up going to town meetings with Grandma Sue. Every Thursday Grandma would drag me along with her to the meetings. Afterwards, she would always buy me ice cream at Karl's Ice Cream. I loved our time at the ice cream shop, but hated the meetings. But by the time I was old enough to make my own decisions, I couldn't bring myself to tell Grandma that I didn't want to go to the meetings. So I just went along with her. "Town meetings," Grandma would say, "are the only place that we townsfolk get to share our opinions about the shape of things in this town. It's important that we take the time to do so." And share, she did. Grandma shared her opinions about everything at the meetings. Whether it was the construction of a new park, the clean-up crew after the parade, the cost of school lunches, the new leash law, a curfew for teens, or nominations for new board members, she was always involved. She herself was nominated numerous times for positions on the board, but she always declined the nomination. "Some folks have just gotta stay on the other side of politics," she explained to me, "that's how you keep the town running clean." Grandma died of a heart attack when I was 22. Her death came as a surprise to us all. The Thursday after her funeral I just couldn't bring myself to go to the town meeting. I stayed home that week, and the next, and before I knew it, months had passed. Then my neighbor told me about the plan for the new supermarket. She told me that the town had approved a plan to allow a new supermarket to be built on the site of Karl's Ice Cream shop. It meant that Karl's would be torn down! I couldn't bear the thought of losing that precious shop. That Thursday I went to the meeting. When the plan came up on the docket, I stood to speak. "I know what Grandma Sue would have said about this plan, and I intend to say it for her. Karl's Ice Cream shop has been a meeting place for town-folk for more than 80 years.

Ernst Mach vs. Bertrand Russell

The purpose of this paper is to show that while Ernst Mach and Bertrand Russell share similar views on matter and knowledge, their end conclusions differ. Mach believes humans think in an economical manner where past experiences and knowledge are systematically reorganized to fit a pattern (Mach 211). Rather than analysing each experience in detail, humans refer to similar or related experiences as groups, which allows for the â€Å"least expenditure of thought† (Mach 197). In line with this mentality springs the concept of ‘things’ and ‘bodies’. Mach states that colours, sounds, temperatures, etc. re called sensations (Mach 208-209). When certain sensations are present repeatedly, they would fit into a pattern. To allow for future reference on this knowledge within the mind, the pattern receives a label. An example would be when a person sees an orange, bouncy, sphere object which has a mildly rough texture, the label ‘basketball’ spring s to mind. The ‘basketball’ would not be a physical object; it would simply be a â€Å"mental symbol† for the sensations and Mach states that â€Å"symbols do not exist outside of thought† (Mach 201). Russell believes that certain things, such as a table or a cat, consist of sense-data hich are colours, sounds, smells, etc. and that the immediate awareness of such things is known as a sensation (Russell 12). Also, the existence of an object is not necessarily associated with the sense-data as different people receive different sense-data when they are under the belief that they are viewing the same object (Russell 20). In addition, a person would only know the certainty of perceived sense-data rather than of the object since sense-data depends on the perception and relation of the object to the perceiver (Russell 16). Russell then states that although there is no proof of a physical world, the belief that there are objects corresponding to sense-data allows for the simplification people’s experiences. Therefore, believing in an external world is easier than thinking otherwise. Both Mach and Russell believe in the perception of colours, sounds, etc. but they label them differently; Mach calls them sensations and Russell calls them sense-data. Also, neither doubts the existence of these perceptions as they reside within the mind. Mach does not call into question the experience of sensations and Russell states that there is no doubt for the existence of sense-data (Russell 18). This indicates that both believe in physical causes that create such perceptions, but not necessarily believe in the existence of physical objects. In addition, both regard human knowledge to be built up from instinctive beliefs and the economic categorization of these beliefs form the basis of science and an organization of information (Mach 191; Russell 25). The two philosophers differ in views when regarding the existence of the physical world. Mach states that the idea of substance is a â€Å"crude notion† and that â€Å"bodies or things† do not exist in the external world (Mach 201, 203). In contrast, Russell asserts that it is instinctive belief to believe in an â€Å"independent external world† and since this belief â€Å"does not lead to any difficulties†, there is no reason to reject the belief (Russell 24). Mach’s overall view seems more sceptical relative to Russell since, even though he mentions that humans can easily believe that things other than sensations exist outside of thought, with no proof, he considers objects to be merely labels which only reside within the mind. This may be due to the reasoning that solid justification should support a notion for it to be a valid belief. Mach regards science in a negative light as he states it uses â€Å"lavish extravagance† and comments that, in the form of personification that â€Å"she needs [no] justification of her aims† (Mach 189). Russell, on the other hand, seems to believe that questioning the existence of the physical world and objects within it to be a difficult task and in turn states that believing such a simple, systematic notion of an external world would be a better solution. When he cites Descartes’ systematic method of doubt to be an attempt to deny the existence of everything but oneself, he inquires on the firmness of the theory in regards to â€Å"‘I think, therefore I am’â€Å"(Russell 19). By addressing a strong theory that questions the existence of everything, then indicating the flaws within the theory, Russell demonstrates the difficulty in creating a sound theory which denies the physical world. Almost similar in Descartes’ perspective in the belief of the existence of an Evil Genius, Russell takes the position that if there is no proof denying the existence of a physical world then the possibility of it allows for belief in physical objects and an external world (Russell 24-25). In conclusion, Mach and Russell have similarities in their theories, but their overall views greatly differ. Mach and Russell’s view on perceptions such as colour, sound, etc. are similar, although each has different labels for the ideas: sensations and sense-data, respectively. In addition, both believe in the simplicity or economy of knowledge. The philosophers then differ in the belief of an external world, where Mach denies the existence of physical objects, where Russell believes in such a notion. Russell’s acceptance of an external world seems more in line with the economical nature of knowledge as understanding the idea of an external world is easier and allows for better explanations for perceptions of colour, sound, etc. Both philosophers have sound theories but neither has evidence where anything is absolutely certain and as such the study of philosophy continues to address doubts which revolve around our reality. We participate in the world of commerce as a means to obtain those things considered necessities of life. Money plays the role of the most commonly accepted means in this giving and getting from others. And the more money one has, the greater one’s power to regulate the particulars of survival – one’s own and that of others. We use money to participate in the exchange of products or services, individually and corporately – whether employed by or leading an organization. In some cases these organizations are publicly funded non-profits, and in other cases they are private, for-profit ventures. Money and morality is a topic that has surfaced on many occasions in my line of work. One such instance was during a contract with CBC TV to work on the development of a six-part national series titled: â€Å"Beautiful, Filthy Money and the Search for Soul. † The title itself speaks to the ambivalent nature of our responses to money and its presence in our lives. As part of the contract, I appeared as a guest on the panel, where I was asked to complete the following sentence: â€Å"Money is†¦Ã¢â‚¬  Yes, what is money? My response was: Money is a tool for finding out who we really are. What you do with money, and how you live with money’s presence in your life, tells a lot about your values. Or, as Ralph Waldo Emerson puts it: â€Å"A dollar is not value, but representative of value, and, at last, of moral values. † This is apparently pretty close to what Buddhists believe about money. There are times when many of us are faced with an imbalance between money and morality and find ourselves asking in some form or another: How we can put â€Å"Money† and â€Å"Morality† in the same sentence and not end up with an ethical contradiction? The incompatibility of these Mwords is an inherent, yet complex part of being human. And it is only when we face the truth of their incompatibility that we can come to understand the utter necessity of their coexistence. The challenge stems from the fact that there is both a spiritual side and a material side to our situation. When we don’t bring the spiritual side into dialogue with the material side, problems result. This is true for individuals as well as organizations. Think about Enron – what do you think their way of dealing with money says about the moral values that guided senior management there? Each of us could turn the question on our own lives. Money, in and of itself, is neutral. It has no intrinsic value, but is a mere yardstick of value, a means of measuring or comparing in the exchange of one thing for another. Money â€Å"belongs to the class of great mental inventions, known as 1 measures†¦Ã¢â‚¬  Measures of distance – the meter or mile – span the gulf between two things or places yet are not themselves things or places. Similarly, money brings things of different value together without becoming one or the other. † Because money is merely a way of measuring, it is in itself, therefore, not real. Thus, money is both neutral and unreal. Nevertheless, we often seem oblivious to this unreal nature of money and equate it with things that are very real, like our own values. But if, as Aristotle says, â€Å"[a]ll things that are exchanged 2 must be somehow comparable,† what are we saying about our perception of reality when we measure our sense of self-worth by our net-worth? While money is a measure of value, that value can change depending on what the market is willing to bear. It’s rather similar to the story of the emperor’s new clothes. As soon as we agree something no longer has value, our whole perception of it changes. This change in the perception of the value of something affects humans psychologically and emotionally. So when the value of stocks falls through the floor, people react in fear or paranoia. Conversely, when stocks rise like crazy, there is frenzy fuelled by hope and even greed. What then, motivates our relationship with money? With what intention do we strive to accumulate wealth? Do we recognize what our relationship with money says about our values? Money Obsessing For some the question of ethics and money leads down another path. In â€Å"Is Lucre Really 3 that Filthy? † Craig Cox, executive editor of Utne magazine, reflects on his own journey from disdain for the almighty dollar as a child of the 60s to becoming – of all things – â€Å"bourgeios,† earning money and learning to manage it. There was the example by a leading voice of the counter-culture of the day, Allen Ginsberg, who wrote in Howl! of burning all his money in a wastebasket. Times have changed – even for Ginsberg, 1. David Appelbaum, â€Å"Money and the City,† Parabola, Volume XVI, No. 1 (Spring 1991), 40. 2. Aristotle, Nicomachean Ethics 1133a 18. 3. Craig Cox, â€Å"Is Lucre Really That Filthy,† Utne Reader (July-August, 2003), 63. who â€Å"†¦of course, sold his papers to Stanford University for 4 nearly a million bucks. † The irony, points out Cox, is that social justice activists who want to eschew wealth in order to bring about social justice and help the poor are in fact helping people to attain the very thing they, the activists, abhor: a comfortable life. He sets up an interesting dilemma when he insists that â€Å"If you insist on embracing poverty in your own life, how do you become a credible advocate for folks who would do almost anything to 5 escape it? † True enough, there are those who become enslaved to money in their attachment to mere accumulation of more and more capital. However, there are also those who are enslaved to money in their ascetic avoidance of it. Both are obsessive behaviours: obsessed with having money or obsessed with avoiding it – like the alcoholic’s family that is obsessed with avoiding alcohol. In neither case is money at the service of the individual as a means of providing for the necessities of life; rather, the individual is at the service of money. Our emotional responses to this neutral thing called money often lead to an automatic attachment of value-statements. We grab on to labels such as â€Å"evil,† â€Å"bewitching,† â€Å"aweinspiring,† or â€Å"filthy lucre. † Respect for money is replaced with either worship or condemnation of it. Emotional and value-laden responses are also evident when conversation turns towards money and self-righteous posturing rises very quickly to the surface with comments like: â€Å"Well, I don’t soil my hands with money. † Or: â€Å"I certainly don’t 4. Ibid 5. Ibid work for money. † A lot of judging of others happens: â€Å"He’s just in it for the money. † Or: â€Å"She’d do anything for money. † This judgmental posturing also leads to ideological positioning. Anyone who focuses on making money is immediately dubbed a capitalist and conversely, anyone who speaks of communal sharing is dubbed a socialist. Subtleties are lost and conversation ends right there. No dialogue is possible. We move from love of money to love of ideology, where anyone who thinks differently than I do about money is immediately evil. Spiritual Moments of Mundane Existence To judge from one side or the other is to forget that we inherently have one foot in heaven and one foot in the mud of the earth below. The challenge is to live in both simultaneously. Living as a human being means learning to deal with money – whether one has a lot or a little matters not. It will do us no good to merely pursue a spiritual life unless we are living equally and simultaneously in the material world. Christians are exhorted to remember that even Bishops, or spiritual leaders, are told to balance both. â€Å"For if someone does not know how to manage his own household, how can he take care of God’s church? † (1 Timothy 3:5) A life of wholeness, or one in which the spiritual and the material are in balance, guarantees freedom from distortion. Yet the need for wholeness is also at the heart of the contradiction. The spiritual and the material are of entirely different natures. Not only must they live in the same world, both the spiritual and the human sides of our existence must also have 2 their own identity and remain in full relationship with each other. We have to work at accepting this incompatibility for what it is. These are separate parts of who we are and of our daily existence. These separate parts are in a dynamic relationship one to the other, like notes in a beautiful song: you might have harmony, but you still have separate notes. If they are all the same note, there is not harmony, there is unison. Harmony has tension. It is beautiful because of the tension. Unison is nice, but harmony is richer. Morality And Business Just as it will not help us on an individual level to focus only on the one side of our nature at the expense of the other, likewise it will not help to divide our culture into the spirit-lead and others. It reminds me of a story I recently heard: Two men met for the first time, in of all places, a church on a Sunday morning. The one asked the other: â€Å"So what do you do? † To which the second responded: â€Å"I work as a director of XYZ division of a business. † â€Å"You’re in business? † quipped the first, who was a teacher, â€Å"Oh that’s too bad. † The work of the businessman was seen as inherently less worthy. How far could the conversation go after that? It is a difficult chasm. One finds a classic case of a religious-affiliated venture that refused to acknowledge that it must run itself like a business. After decades of mismanagement, the publishing house cried out to its constituency to get it out of a multi-million debt. One former board member was even quoted in a church publication as saying that this was seen as â€Å"a church venture, not a business venture. † The mistake lay in this eitheror posture. There was no acknowledgment that gifts and talents and skills of different sorts were needed. The disdain goes the other way too. One has only to think of the now infamous corporations like Enron or Livenet, where the situation is merely the reverse: a business enterprise that lacks spiritual sense, and results in moral bankruptcy. If our moral principles give us the framework within which we operate and the ability to continue operating depends upon financial viability, then integrity is automatically lost for any organization when either half of the morality and money equation is lost. Balancing the Equation Only when we pay attention and only when we come to recognize the true place and role we have allowed money in our lives, only then can we possibly hope to reach a deeper understanding of how important a balance between the material and the spiritual is. This deeper understanding may only come in flashes, only fleetingly. Yet the truth that is understood in an instant opens us up to the truth of our everyday actions and existence. In other words, we must become conscious, we must become aware of our human condition – this life lived in a dynamic balance between the spiritual and the material – and be attentive to both. But instead of giving the right amount of attention to those mundane and material aspects of life like taxes and monetary demands put upon us, we often get caught in a bias against money. We would rather point fingers and condemn in broad strokes than engage in dialogue of particular money matters. We would rather alienate than seek to understand. Instead of casting judgment or pretending we, personally, are above being affected by money, we need to face our human situation and recognize we live in two worlds simultaneously. Maybe then we would do a better job of living in both. â€Å"If great truth does not enter into our relation to money, it cannot 6 enter our lives. † And if we do not allow ourselves to face that truth, the negative aspects of our relationship to money will sneak up on us unawares. Bad debts, overdue bills, or an empty fridge will suddenly demand so much of our human attention that we will have no energy left to focus on matters of the spirit. Undeniably, it can be a challenge to live out our moral principles in the marketplace; it is inherent in the challenge of being spiritual and human at the same time. Not giving enough attention to either the spiritual or the material, on an individual or an organizational level, leads to bankruptcy, whether moral or financial. In his book, Business and the Buddha, Dr. Lloyd Field states, â€Å"greed is a choice. † We can choose to allow our insatiable desires to form our intentions or we can choose to recognize where our intentions are ultimately leading us. It is not money or wealth or even the capitalist system that is the problem, he argues. Buddhists regard wealth as neither bad nor negative. Rather, the problem sits plainly with us, human beings, and the intentions which we allow to motivate our thoughts, our emotions and our actions. It cannot be stated any clearer than said in this book: we are exhorted to â€Å"continually make the connection between money and human values. † And then the question that really gets to the heart of the matter: â€Å"What price do we put on our ethics? † We will need to move past our biases and disdain for those whom we consider to be on the other side of the money and morality equation and allow moments of eternal truth and even grace to infiltrate our discussions and our questions. When all gifts and skills are welcome and when integrity is our priority, then there will be the possibility of a true and dynamic relationship between money matters and morality. 6. Needleman, 265.

Commandants Research Paper

Cattle rustling is â€Å"the stealing of grazing cattle† [1]. The term originated from the United States, where pioneer farmers grazed cattle on huge ranches that were difficult to patrol. [2] In Uganda, cattle rustling is rampant in North-eastern part of the country (Karamoja region), a semi-arid land area. The region has dominant pastoral ethnic groups which include the Dodoth, Jie, Bakora, Matheniko and the Pian all of whom are referred to generally as Karamojong.Traditionally, cattle rustling within the pastoral communities was sanctioned and controlled by elders as a means of testing a person’s personal bravery and prowess. In the recent past however, there has emerged a new system of predatory exploitation of economic resources in the form of cattle rustling and banditry. This problem is manifesting itself in various forms and is becoming endemic in north-eastern Uganda.There has been a tendency by scholars to trivialize the issue of cattle rustling as a mere cult ural practice, yet over a period of time there have emerged new trends, tendencies and dynamics, leading to commercialization of the practice. The phenomenon of cattle rustling has caused a breakdown in social order, economic hardships and insecurity in North-eastern Uganda. 2. During post colonial period, different Ugandan governments have adopted anti-pastoral policies leading to loss of land vital for the survival of the Karamajong herds.Today, the menace of cattle rustling in this area has reached unprecedented proportions in nature and scale due to a number of factors including; government policies, socio-political and ecological limitations. The subsequent intervention by government saw to it that disarmament programs were the most viable solution to cease and remove all illegal gun usage by the Karamojong. To date however, all the disarmament programs initiated by government have not solved the problem. 3.This paper is written for the commandant Ghana Armed Forces Command and Staff College as a partial fulfilment for the award of a Pass Staff Course (psc). It seeks to analyse the problems of cattle rustling and banditry activities in Uganda, by examining the historical background of the pastoralists, causes and effects of cattle rustling, attempts by government to address it and finally proposes solutions deemed appropriate. The paper relied mainly on written materials, which included articles, books, reports and journals.The findings could not be comprehensively expressed within the limits of 4,000 words; consequently there was the constraint of space. AIM 4. The aim of this paper is to examine the problems of cattle rustling in Uganda with a view to recommending appropriate solution. HISTORICAL BACKGROUND OF KARAMOJA PASTORALISTS 5. Karamojong is a generic term that refers to a group of pastoralists from the Nilo-Hamite ethnic group living in North-eastern Uganda. The region is popularly known as Karamoja and their language is Akaramojong.The communit y comprises five ethnic groupings namely Dodoth, Jie, Bakora, Matheniko and the Pian totaling about 12% of Uganda’s population of 24. 7million. Their history and culture closely interlocks with that of their neighboring pastoralists, the Turkana in Northwestern Kenya. Cattle are crucial within this community not just for subsistence but also for the payment of bride price, which is the basis of establishing bond partnerships within the Karamojong community. [3] The history of the pastoralist organized raids and predatory expansion predate European colonialism of the nineteenth century.During pre-colonialism, pastoralists of the region had been accustomed to the independence and freedom of openly carrying firearms they had for many decades obtained from Arab slave traders and merchants from the East African coast. [4] Karamoja community had a thriving pastoral economy through trade in ironware and livestock with the Turkana of Kenya. They lived peacefully within the Rudolf Pro vince of Uganda where they shared natural resources through a system of social reciprocity, before the colonial delimitation sliced through their grazing areas. 6.The redrawing of boundaries by Britain in 1926 transferred Uganda’s Rudolf province to Kenya and created the present republics of Kenya and Uganda[5]. The colonialists wanted the pastoralists confined within the respective boundaries and to respect the invisible meridians that delineated the newly created states. Since ancient times however, pastoralism involved the protection of livestock from wild animals; later on protection against human thieves also became necessary. These considerations made it prudent for pastoralists to be armed, which was viewed as a threat by the colonial authority.On account of this, each pastoral ethnic community was ordered to surrender to the colonialists the guns they acquired in the mid 19th century. The pastoralists refused to surrender guns peacefully, forcing colonialists to condu ct a disarmament operation which was unsuccessful in that the pastoralists simply re-located to rugged mountainous terrain out of reach of the colonial patrols. 7. Nevertheless, Karamoja and Turkana regions were declared closed districts, where movement within and outside was restricted without a valid pass. 6] By the late nineteenth century the Karamojong adopted a settled form of pastoralism through which only animals are moved in search of pasture while the families settle permanently in given locations. Consequently, the restriction of movement limited free access to grazing land and water and further increased the social conflict among the pastoralists over the little available grazing area. The redrawing of boundaries and restrictions on movement affected the pastoralists whose mode of nomadism results from ecological demands necessitating mobility. 8.At the outbreak of the Second World War, Britain recruited the Karamojong into the army in recognition of their ethno-military culture and existing dexterity with firearms and knowledge of harsh physical terrain. Karamojong also served with distinction as soldiers for the Kings African Rifles (KAR) during military campaigns conducted in Africa and Asia. After political independence from Britain in 1962, the government of Uganda continued to exclude the Karamoja region from the socio-economic and political developments that were taking place in other areas of the country.The community lacked road communication and infrastructures that could generate local employment. Karamoja region therefore remained economically deprived hence failed to gravitate to the rhythm of statehood and instead strengthened their primordial identity. 9. In 1979, the Karamojong acquired large quantities of automatic rifles following the routing of President Idi Amin from Uganda by an alliance of Tanzanian People’s Defence Force and Ugandan exiles. One major source was the Moroto barracks which the fleeing soldiers abandoned in tact thus allowing the Karamojong to help themselves to unlimited quantity of small arms and ammunition. 7] Hence, the Karamojong strengthened their raiding capacity using the skills gained in the colonial wars and the modern automatic rifles looted from Moroto barracks to revitalize the tradition of dynastic raids and predatory expansion. The long time exclusion of the Karamojong from the socio-economic development by the government also accounts as a cause of the new form of banditry. CAUSES OF CATTLE RUSTLING IN UGANDA 10. Cattle rustling phenomenon has undergone fundamental transformation from a cultural practice of testing a person’s personal bravery and prowess to banditry and bloody warfare between various groups.Cattle raids within the pastoral communities often constitute a communal response to natural calamities, although it is a primitive survival strategy, on the overall, raiding has the impact of creating a desperate cycle of continuous raids as each group in the region sees it as a means for re-stocking. Thus the social dilemmas created by frequent natural disasters appear to be the major catalysts of the cattle-rustling phenomenon in the borderlands. Cattle rustling activities in Uganda is therefore, as a result of; ecological limitations, government policies, external political and economic factors. 8] 11. Ecological Limitations. The Karamoja area has an ecological feature of a semi-arid savannah, bush and mountains with varying rain pattern. In pre-colonial times, pastoral societies used migrations as a panacea[9] for droughts, but the impositions of boundaries and restrictions on movement destroyed this possibility, and were totally at variance with the understanding of boundaries by the pastoralists who responded to ecological demands. These measures greatly affected the grazing patterns by the pastoralists from their long time experience with ecological hardships.Ecological limitations further forced pastoralists to choose breeds whi ch may not necessarily be profitable in milk, blood, and meat yield but can endure extreme drought and survive long distances. The fixed boundaries as a result of government policies were drawn with little regard to seasonal variations and the need of the pastoral community for pasture. Consequently, massive deaths of cattle resulting from droughts and limited grazing area led to raids as one of the options for replenishing the depleted stocks. 12. Government Policies.As a result of colonial and post colonial government policies, the Karamajong lost a considerable portion of land through the redrawing of national boundaries of Kenya, Uganda and Sudan, gazetting of national parks and the establishment of Moroto barracks that left much of their grazing areas outside Uganda. They were also expelled from the newly created Game park of Kidepo, and protected forests. From then, the pastoral community developed a highly sophisticated approach to sharing scarce grazing land and water in an unstable ecological system.The adoption of a settled form of pastoralism through which only animals are moved in search of pasture and water while the families settle permanently in given locations entailed the development of hostilities among the various groups over grazing grounds and water spots. They often abandon their homes to temporary encampments in search of pasture, occasionally crossing to neighbouring districts including the border to Tukana land in North-western Kenya[10]. Consequently, the alienation of the Karamajong communities from the resources they once used set the stage for them to seek survival strategies through mobile pastoralism.The high rate of illiteracy and unemployment among the youth who view cattle rustling and banditry as the only way to livelihood is another factor contributing to the banditry activities in the region coupled with external political factors. 13. External Political Factors. External political factors have increased the instability of pastoralist groups inhabiting remote regions of Northeastern Uganda and Northwestern Kenya. In particular, political fragmentation and civil wars have had domino effect on the Karamojong and Turkana.They have played host or been caught up in armed conflicts between various factions and in the event lost livestock in big numbers. The pastoralists have from time to time had heavy clashes with the rebels who come to loot livestock. Specifically, the civil war in Southern Sudan between the government of Sudan and the Sudan Peoples Liberation Army (SPLA) and the sporadic rebel movements of the Lords Resistance Movement (LRA) in Northeastern Uganda. The Uganda, Kenya and Sudan border region is so awash with small arms that one ethnic pastoral group will use guns for part payment of dowry when taking a bride from the other.Whereas cattle have a symbolic role in marriage and in the social-political and economic life of herders, their substitution with modern firearms indicates that arms bea ring has acquired a significant role in the spiritual and material culture of the pastoral community of Uganda. 14. Economic Factors. Another cause of cattle rustling which has become more entrenched in the last few decades is that of economic self-acquisition motives. Raids motivated by such tendencies do not occur as a response to ecological or natural calamities. Such raids occur at any time with the aim of acquiring animals for commercial purposes and individual gain.While the first category of raids hinges on communal interests and is monitored by the community through social norms, the latter is based entirely on private interests and controlled by armed kraal leaders. This has led to the emergence of cattle warlords. [11] Consequently, cattle rustling have emerged into a new system of predatory exploitation of economic resources in the form of banditry and raids intended to accumulate wealth resulting into adverse effects in the region. EFFECTS OF CATTLE RUSTLING 15. Traditio nally, cattle rustling were a cultural practice that was regarded as a kind of sports to test a person’s bravery among the astoralists and was sanctioned by elders. Today, however, new forms of banditry and cattle rustling have emerged, over which the elders have no control. In the last three decades, a number of pastoral societies have become militarized and increasingly rely on firearms. A few randomly selected incidents will illustrate the severity of the problem. In September 1997, fifty Bakora ethnic communities were killed in a 4 a. m. raid by Pokot cattle raiders numbering about one thousand. The Pokot were armed with AK 47 assault rifles and about stole 7,000 cattle.In March 1999, Pokot gunmen again attacked a Matheniko village killing 30 people before escaping with 2,000 heads of cattle. However, what was most disturbing was the fact that the rustlers burned food crops; gang raped women and set huts on fire. Later, an attack in February 2000 by the Ugandan Karamojong on Kenyan Pokot killed over hundred people and stole about 1,800 cattle and 5,000 sheep. Cosequently, cattle raiding in north-eastern Uganda have undergone fundamental changes in terms of nature and scale, effects of which can be viewed from the level of insecurity, socio-political and economic impacts in the region. 6. Socio – Political and Economic Impact. Cattle rustling have caused untold suffering in the Karamoja region which has led to loss of many human lives and displacement of various population and groups within Karamoja and its neighbouring districts. The twin phenomena of banditry and cattle rustling have become endemic in the region, affecting a big population of the area with kraal leaders having a field day in this environment of lawlessness. The idle and impoverished youths are easily manipulated by the kraal heads to join their private raiding armies to conduct raids. 12] Karamojong youth seems to be happy in enlisting into these banditry and cattle raiding armies, which they feel, is synonymous to defending societal interest against an enemy, the State. Because of the state of anarchy and lawlessness in the region, it is very difficult to implement any economic developmental projects; hence people live in abject poverty. Government officers, NGOs and the business community based in the area live in constant fear of the bandits.The social dilemmas created by frequent natural disasters such as drought also appear to be a major catalyst of the cattle-rustling phenomenon within the pastoral community. Subsequently, the often wanton destruction of life and property and the use of terror by the rustlers have in all its manifestations undermined the sense of value, dignity and harmony hence, a major source of insecurity and undevelopment in the region. 17. Insecurity. The new form of banditry activities in northeastern Uganda has resulted in the emergence of cattle warlords with armed militia to protect their interests.The violence, chaos an d insecurity have become the dominant feature in the region. Cattle warlordism is a new phenomenon which has emerged among the Karamojong since the 1980s, the warlords have created strong and heavily armed private armies which, apart from providing them local security, also go on cattle raids, near and far. Violence and warfare in the process of cattle raiding and looting of other property have created an environment of insecurity and tension in the region extending to neighbouring districts.State officials, especially security forces, involved in the disarmament operation are also perpetrating acts of violence and insecurity in the region, for example; in 1984, a joint disarmament exercise involving Ugandan military and Kenyan paramilitary police flopped when the soldiers involved in the program indiscriminately killed Karamojong and looted thousands of cattle. Since the post colonial period, the State has also been implicated in the confiscation of livestock recovered after raids. [13] The warlords have very many retainers whom they send on raids, while they maintain and supervise the raiding party.They have therefore; become the final authority on cattle relations, overriding the traditional powers of the elders. Consequently, the insecurity in the region is perpetuated by both State operatives involved in the disarmament operations and the warlords. GOVERNMENT ATEMPTS TO STOP CATTLE RUSTLING 18. Efforts to pacify Karamoja have been the concern of successesive regimes in the colonial times through to post colonial period. During the colonial time, Britain declared Karamoja a closed district where movement within and outside was restricted without a valid pass.In a bid to restrict transhumance, the policy had the impact of pauperizing the Karamoja community who previously had a thriving pastoral economy through trade in ironware and livestock with the Turkana of Kenya. After independence in 1962, Uganda perpetuated British policies which included gun control laws, but pastoralists across the borders to the North and East had access to modern firearms, which facilitated raids. During the 1980s at the height of cattle rustling, government initiated another attempt to disarm the Karamojong which efforts were forcefully repelled.In 1984, a joint disarmament exercise with the Kenya paramilitary police flopped when the military involved in the program indiscriminately killed Karamojong and stole cattle. [14] Consequently, the conduct of the military involved in the disarmament operation partly a caused the failure of the earlier disarmament attempts. 19. In 1986, a program to re-establish authority of the state in Karamoja region was initiated to control cattle rustling, and consolidate the security in the region. The state’s opinion was that, the pastoral communities were conservative, slow to adapt to change and in many respects actually against change.In view of that, several units of the army were deployed in Karamoja, unfortunate ly, the army itself became the source of insecurity in the region; use of force to disarm the Karamajong warriors meant declaring war against them, hence, the high handedness with which the army dealt with security issues alienated the pastoral communities even more. [15] Efforts by government to fight cattle rustling are laudable, but its strategy seem short-term and unlikely to succeed without fully grasping the significance of ethno-military identity of the Karamojong and their agro-pastoral neighbours, the Turkana of Kenya.Consequently, government have not achieved enduring peace in Karamoja region because of the inability to address the root causes of cattle rustling in the area and the factors that have led to failure of the previous disarmament and pacification attempts. SOLUTIONS DEEMED APPROPRIATE 20. Grass root planning approach involving all stake holders in the disarmament programmes and messages should be designed, with emphasis on assuaging the pastoralist’s per sonal fears about their security through deliberate confidence-building and provision of security.The surrender of guns should be preceded by intensive and extensive sensitisation programmes through meetings; media programmes, churches, NGOs, seminars and community based programmes. Kraal leaders should be the core of mobilization, sensitisation and concretisation programmes and efforts-targeting the youth. Properly planned, simultaneous and coordinated approach to disarmament programme should be initiated to involve all stake holders. 21. Simultaneous and Coordinated Disarmament.Government should plan and conduct a peaceful disarmament operation and closely monitor it through the establishment of disarmament committees at all levels. Adoption of standardised disarmament operational procedures and developing strategies aimed at eradicating trafficking in small arms. Appointing a regional disarmament committee composed of both the military and civic leaders in the region. Liaison Off icers should be appointed in the affected areas of Kenya and Uganda at regional and local levels to coordinate the disarmament operation.Government should undertake joint planning of disarmament operations between Kenya and Uganda and establish civil military coordination centre with appropriate humanitarian and civic action programmes. Government should conduct human rights training and sensitisation to the armed forces that will undertake forceful disarmament. There should be plans to improve on the existing social and physical structures and construction of new ones. 22. Social and Physical Infrastructure. Government should improve on the existing roads and drainage structures in the region and invest in water provision for livestock.Developing appropriate rain water harvesting technologies would make surface water run-off available for small-scale irrigated agriculture and watering livestock. Government should undertake improvement of the existing roads and construct new ones as prioritised for easy communication. It should construct more boreholes and collaborate with development partners in the region to undertake labour-based rehabilitation of existing valley dams and construct new ones. All these activities should be coupled with mass mobilization and sensitization of the local population ithin the pastoral community. 23. Mobilisation and Sensitization. There should be regular planning for community mobilisation, sensitisation and education campaigns which should target the whole community. Integration of traditional institutions of elders, kraal leaders, youth and women in the decision making regarding containment of insecurity and implementation of integrated disarmament activities should be first on the pacification agenda. Specifically, this should target the youth in the community who are vibrant in banditry activities.Mobilisation and sensitisation campaigns for voluntary disarmament and establishment of a system of co-ordination with the militar y at sub-county level through Liaison should be established. The kraal leaders should be encouraged to plan and execute grazing movements with local military commanders and emphasize the use of communal grazing grounds. There should be regular joint security meetings between Kenya and Uganda to coordinate civil military activities and identify arms markets with a view to total closure and arrest of those involved in order to establish law and order in the region. 4. Establishment of Law and Order. There is need for government to strengthen the capacity of the police to maintain law and order during and after disarmament operation. This could be achieved by the establishment of mobile courts to expedite trials of those persons found with illegal weapons and recruitment of the indigenous who qualify into the regular civil police force to serve in the region. Government should undertake further study on the traditional justice administration systems of the pastoralists to find best way s to integrate positive aspects in the modern system.Government should initiate methods of easy identification of cattle within the pastoral community. 25. Branding Animals. Government should enforce branding of livestock as a security measure to stem livestock thefts and for purposes of census and identity. Train livestock owners to maintain proper records regarding their herds, for example the colours of their cattle. Provide and improve services like veterinary for branding exercise in Karamoja region and the neighbouring. 26. Improved Services.Government should provide support for education in the region through the establishment of free government-aided boarding primary and secondary schools to effect attitude change against the gun, cow and cattle rustling, hence reduce recruitment of the youth into warrior-hood. Compulsory primary education for all children of school-going age should be introduced and civic education enhanced for adults. Peace and conflict resolution subjects should be incorporated as a unit in the curriculum at primary and secondary school levels.Government should support and intensify livestock disease control by undertaking mass vaccination of livestock against common diseases. It should enhance an appropriate agricultural extension service delivery system which takes into account the specific constraints in the area. Healthcare facilities and services should be extended to the region to reach all the communities and efforts put to strengthen and improve water and sanitation, rehabilitate dilapidated health facilities and services in the region. 27. Rewards/Recognition. There should be resettlement packages that benefit the community and the gun-owners surrendering guns.This could be in monetary and other items like iron sheets, ox-ploughs etc to change the livelihood of the pastoralists. Award of certificates and or medals for recognition would also be appropriate. CONCLUSION 28. The twin phenomena of banditry and cattle rustling in north-eastern Uganda have had adverse effects on the people of the region by creating an environment of violence and insecurity. Cattle rustling have undergone fundamental transformation from a cultural practice to a commercial venture organized and bankrolled by cattle warlords.There is therefore, a significant connection between environmental conflict and the insecurity created by cattle rustling and banditry in north-eastern-Uganda. The redrawing of national boundaries and restrictions on movement affected the pastoralists since their mode of nomadism results from ecological demands necessitating mobility. (Para 6, 7, and 11) 29. Cattle raiding have the impact of creating a desperate cycle of continuous raids as each group in the region sees it as a means for re-stocking.Raiding has been portrayed as a factor that is embedded in the pastoralists’ mentality and that can only be eradicated by the discontinuation of pastoralism, however, the social dilemmas created by freque nt natural disasters appear to be the major catalysts of the cattle-rustling phenomenon in the pastoralist community. State officials, especially security forces involved in the region are also perpetrating acts of violence and insecurity; they have been implicated in the confiscation of livestock recovered after raids.Cattle warlordism is a new phenomenon which has emerged among the Karamojong since the 1980s and is also responsible for the current violence and warfare. (Para 15 and 16). 30. Various attempts have been made by the Ugandan government to exercise a strong level of control over the pastoralists and to stop cattle rustling. The aim of which has been to pacify the pastoralists and to ensure peace and order in the region. The methods used has had several implications which has tended to present the pastoralists as unreliable people and prone to violence.Important decisions and policies affecting the mode of existence of the pastoralists should therefore not just be forced down their throats without their active involvement from the initial stages to the implementation process. Pastoralism cannot be simply dismissed; they have demonstrated economic and social acumen in the exploitation of their arid homelands, which are too arid for anything but nomadic. Government appear to have failed to achieve enduring peace in Karamoja because of the inability to address the root causes of cattle rustling in the area and the factors that have led to failure of the previous disarmament attempts. Para 17 and18). RECOMMENDATIONS 31. Government policy makers must take cognisance of the root causes of cattle rustling and identify how the ecologically related threat to peace can be contained, lessened or eradicated. Sustainable development requires grassroots support, and therefore important decisions and policies affecting the mode of existence of the pastoralists should not be simply imposed on them without their active participation from the beginning. 32.There is need for government to initiate people focused economic reforms to involve land tenure that could minimize resource conflicts and open up rural based agro-pastoral industries to improve livestock productivity to create local employment. 33. There is need for government to strengthen the capacity to maintain law and order in the region, most importantly disarmament should be calculated to win the hearts and minds. Services like compulsory education, health centres and hospitals, construction of roads, provision of clean water for human consumption and sinking of valley dams for livestock should be provided to the region.
